The Seven of Cups is having too many options to choose. Change jobs, go back to study, start something of your own; which of three people you have been introduced to to actually meet. Each one looks appealing, and some of them are mostly wish. While they stay in your head, every option appears in its best light. So the deliberation runs long and nothing has been tried.
Reversed, the clouds clear. The daydreaming settles and one or two things genuinely worth doing are left standing. There is another direction too: the options did not narrow, you just gave up choosing and let things drift. In the first case, put your energy into what is left. In the second, the decision you put off tends to come back as one someone else made for you.
The question it asks: of these seven, how many could you take a first real step on next week?
Reading it as 'lots of opportunities' gets it wrong. Many options and many opportunities are not the same thing. The cups in this picture are floating on a cloud. They only become opportunities once they come down to the ground.
